  • Target Population: Local district social services (LDSS) child welfare and adult services staff including caseworkers, supervisors and managers; current or prospective foster or adoptive parents or relative guardians, and representatives from family court; OCFS Staff (including all CWCS and DJJOY staff), provider agency staff; staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services through LDSS contracts; stakeholders affiliated with Native American Services; non-traditional child welfare stakeholders and Non-Federal Funding participants.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include staff from OCFS outside of CWCS as well as other state agencies such as the Office of Court Administration and Office of Addiction Services and Supports.

    Purpose: Training and technical assistance will be provided to local district social services and provider agencies to support them in making program improvements that will enable them to achieve the goals of safety, permanency, and child wellbeing within the New York State legal, regulatory, and casework practice framework.

    Training Type: Classroom, Workshops, Courses, Coaching, Special Topics

    Description: Fulfill specific requests for services from OCFS CWCS Home and Regional Offices to meet the needs of provider agencies and LDSS staff. YRI will provide trainee travel and per diem reimbursement as requested and approved by OCFS.

    Purpose: Through the services provided by selected consultants, CWCS Home Office and/or Regional Office staff, LDSS child welfare staff, foster and adoptive parents, and representatives from family court, will improve their ability to overcome local obstacles to permanency, and promote child safety and well-being.

    Training Type: Other Activities

    Description: YRI will procure and provide consultant services for training and technical assistance in response to requests for training and administrative services from OCFS and local district social services. Funds will be used to cover consultant services to address the State CFSR (Child and Family Services Review) Program Improvement Plan, other statewide program and practice improvement initiatives and LDSS/agency program improvement activities, including training related to Title IV-E eligibility, training to address statutory changes, and training to enhance child welfare practice skills.

    Description: OCFS anticipates that training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS, YRI will provide training services to staff from various program areas including, but not limited to, Local District Social Services Child Welfare, Voluntary Agencies and OCFS including the Division of Juvenile Justice and Opportunities for Youth and CWCS.

    Purpose: To improve the working relationship between the local district social services and the tribal community and to address training issues and improve compliance with the Indian Child Welfare Act (ICWA).

    Description: Provide assistance and support to CWCS to enhance the working relationship between LDSS and the tribal community and improve compliance with the Indian Child Welfare Act. This includes, but is not limited to, training needs, event planning and support, consultant services, and material development and reproduction with prior approval of OCFS.

  • Target Population: OCFS Staff (including all CWCS and DJJOY staff), local district social services (LDSS) child welfare and adult services staff, current or prospective foster or adoptive parents or relative guardians, and representatives from family court, provider agency staff; non-traditional child welfare stakeholders and Non-Federal Funding participants. Staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services through LDSS contracts.

    Purpose: Practice improvement will be enabled for stakeholders at the intersection of the legal/judicial and child welfare systems.

    Description: The Unified Court System Office of Court Administration (UCSOCA) and the Office of Children and Family Services will work collaboratively with the vendor or subcontracting organization to sponsor statewide regional and local meetings, technical assistance, and/or training event support for multidisciplinary stakeholder’s efforts to improve practice. OCFS and the UCS OCA will establish the obligations of each party described and approved through the creation of a letter of understanding for these collaborative project events.

  • Target Population: OCFS Staff (including all CWCS and DJJOY staff), local district social services (LDSS) child welfare and adult services staff, current or prospective foster or adoptive parents or relative guardians, and representatives from family court, provider agency staff; nontraditional child welfare stakeholders and Non-Federal Funding participants. Staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services through LDSS contracts.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Purpose: YRI will maintain and provide education and training resources for emergent OCFS training needs or initiatives, as specified by OCFS BTD based on management and staff input as well as any changes in State and Federal laws, rules, regulations and policies.

    Description: OCFS anticipates that training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS, YRI will provide training services to staff from various program areas including, but not limited to, Local District Social Services Child Welfare, Voluntary Agencies and OCFS including the Division of Juvenile Justice and Opportunities for Youth (DJJOY) and CWCS, as well as other state agencies.

  • Target Population: The target population for the Financial Staff Support and Training activity is: Office of Children and Family Services (OCFS), Office of Information Technology Services staff who are assigned to support OCFS proprietary systems and Local Departments of Social Services (LDSS) staff, provider agency staff, and vendors who need access to OCFS proprietary applications.

    Purpose: The purpose of this activity is to provide training and training support services for WMS, CMS, and other proprietary systems users.

    Training Type: Other Activities

    Description: YRI Staff will provide training, training needs assessment, training support, curriculum development, and trainee solution support for OCFS financial systems of record to support the Office of Children and Family Services and Local District Social Services. This includes child welfare services in the Welfare Management System (WMS) and Child Care Review Service (CCRS) system, which is a function that has been transferred to CONNECTIONS Activities, that deal with service authorizations and tracking the youth for Title IVE federally benefiting programs, and Title IVE payments made in the Benefit Issuance Control System (BICS), and the Statewide Services Payment System (SSPS). Activities in support of the training provided about Title IV-E payments include participation in discussions regarding trainee and system needs with state and local district staff and development of resource materials.

  • Target Population: OCFS Staff (including all CWCS and DJJOY staff), local district social services (LDSS) child welfare and adult services staff, current or prospective foster or adoptive parents or relative guardians, and representatives from family court, provider agency staff; non-traditional child welfare stakeholders and Non-Federal Funding participants. Staff of child welfare or adult services provider agencies licensed and/or monitored by OCFS including agencies providing these services through LDSS contracts.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include staff from OCFS outside of CWCS as well as other state agencies including, but not limited to the Office of Court Administration and Office of Alcoholism and Substance Abuse Services. Purpose: OCFS & LDSS Child Welfare staff will learn concepts and strategies for making their work environment safer.

    Training Type: Classroom

    Description: This training is intended to help OCFS and LDSS Child Welfare staff assess and address issues related to workplace safety. Consultant curricula requires approval by OCFS prior to use. Topics may include, but not be limited to:

    • Safety related training

    • Workplace Violence prevention training

    • Workforce Security training

    • Physical security assessment

  • Target Population: Staff of LDSS, youth bureaus, detention administering/operating agencies, voluntary agencies, Runaway and Homeless Youth (RHY) programs, detention programs, state agencies, Youth Advisory Board members, non-traditional child welfare stakeholders, and Non-Federal Funding participants.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include, but are not limited to, staff from OCFS outside of YDAPS as well as other state agencies such as the Office of Court Administration and Office of Addiction Services and Supports.

    Purpose: To provide more succinct information on topics such as aging out, unmet needs in care, and barriers to progress or permanency, OCFS will continue the established Youth Advisory Board (YAB) of youth who have lived experience in the New York State foster care system.

    Allowing youth to have a voice in the policies and procedures that shape their transition to independence will enhance workforce readiness and potentially produce better outcomes for the agency.

    Training Type: Other Activities

    Description: OCFS seeks an advisory panel of experts who experienced foster care as a youth in New York State. Youth input on various policy topics and quality of life issues related to foster care are of utmost priority for the agency.

    The OCFS Youth Advisory Board will consist of up to 20 members under the age of 24 when initially recruited. The recruitment of the board members will focus on recruitment from foster care agencies, youth groups, schools, and runaway and homeless youth programs throughout the state. All members should have current or previous experience in the foster care system and be able to provide their feedback and suggestions on improving the system.

  • Target Population: Staff of LDSS, youth bureaus, detention administering/operating agencies, voluntary agencies, Runaway and Homeless Youth (RHY) programs, detention programs, state agencies, Youth Advisory Board members, non-traditional child welfare stakeholders, and Non-Federal Funding participants.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include, but are not limited to, staff from OCFS outside of YDAPS as well as other state agencies such as the Office of Court Administration and Office of Addiction Services and Supports

    Purpose: YRI will provide education and training resources to enhance programs or services for Runaway and Homeless Youth. The target audience for this work is Youth Bureau staff, provider agencies, and OCFS staff.

    Training Type: Other Activities

    Description: OCFS anticipates that Runaway and Homeless Youth related training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS, YRI will provide training, consultant services, assistance or resources in support of staff from various provider agencies, Youth Bureaus and OCFS. This work could include coaching, technical support, or other training and education supports.

  • Target Population: Staff of LDSS, youth bureaus, detention administering/operating agencies, voluntary agencies, Runaway and Homeless Youth (RHY) programs, detention programs, state agencies, Youth Advisory Board members, non-traditional child welfare stakeholders, and Non-Federal Funding participants.

    Non-traditional child welfare stakeholders may include, but are not limited to, county probation officers, county mental health staff and county youth bureau staff.

    Non-Federal Funding Participants may include, but are not limited to, staff from OCFS outside of YDAPS as well as other state agencies such as the Office of Court Administration and Office of Addiction Services and Supports.

    Purpose: YRI will provide education and training resources for emergent YDAPS training needs or initiatives.

    Description: OCFS anticipates that training needs may arise throughout the year and these efforts will be supported through this activity. In close collaboration with OCFS, YRI will provide training, consultant services, assistance or resources in support of staff from various provider agencies, Runaway and Homeless Youth programs or service agencies, and OCFS staff, as well asothers in the eligible target population of this project as identified by OCFS.
